The local government office, a consul and the passport office with general competence will immediately act regarding changing the document status electronically.

The document that has been invalidated due to it being lost or stolen, but a third person (not the owner of the document) finds it and forwards it to the consular office in London, can only be returned to its owner if the document contains a valid visa.
