You can initiate the registration of a birth at any consular office of Hungary within the United Kingdom (in London, Manchester and Edinburgh), except at honorary consuls. The application can also be submitted in Hungary:

  • At any municipal registrar
  • At the Government Office of the Capital City of Budapest (only during the designated reception hours of the Registry Department no.2 – “Hazai Anyakönyvi Osztály 2.”)
  • at any public administration point (“kormányablak”)

We would like to draw your attention to the fact that the procedure described below applies to submissions at foreign representations only. If you do not plan to submit your application at the consular office in London, please inquire directly at the place of application regarding appointments and the documents to be submitted.

II., Application at the consular office in London

Applications must be made in person, by appointment only. Both parents must be present when the application is submitted.

The procedure takes at least one to two months from the date of the application, and there is no emergency procedure. Please take this period into account.

For foreign-born children under 6 years of age, the passport will be issued in approximately 5-8 weeks. However, it is not advisable to buy a flight ticket until you have a passport in hand, as the above processing time may be prolonged, especially in the case of incomplete applications.

Please note that the child's name may differ from the name required  at the time of application due to Hungarian rules. In Hungarian birth registration practice, there are rules governing the surname and given name of the person to be registered. We will inform our clients of the use of names that differ from Hungarian law during the administration of the case. We would like to point out that a name other than the Hungarian regulations permit is only acceptable on the basis of ca ertified foreign citizenship. A valid foreign passport or a certificate of citizenship issued by a foreign authority is required to prove foreign citizenship.

 III., The required documents for registration of birth:

Checklist for requirements (details below):

1. Child's original birth certificate;

2. Either:

  a.) Hungarian marriage certificate of parents;

  b.) Voluntary acknowledgment of paternity;

  c.) Registration of marriage at the same time as registration of birth (a separate form must be filled out for the marriage registration application, and if it takes place at the same time as birth registration, an appointment must be booked accordingly - information can be found in the marriage registration section of our website)

3. Application form (can be downloaded at the bottom of the page);

4. Proof of parents' citizenship;

5. Form for registration in the Hungarian Registry of Personal Data and Address (can be downloaded at the bottom of the page);

  a.) Registering a child as a Hungarian citizen living abroad; or

  b.) Registering a child as a Hungarian citizen living in Hungary;

6. Address card of parent(s) with Hungarian citizenship;

7. Consular fee (only in case of voluntary acknowledgment of paternity/passport application);

8. If a passport is also requested for the child, please bring 1 passport photo of the child taken by a professional photographer and read the section on passports on our website.

9. In case of such request, a completed application form for maternity support/baby bond.

Details of the attachments:

1. Original birth certificate 

"Certified copy of an entry in the register of births", which contains information about the parents (ATTENTION! The short version filled in with red letters is not acceptable!).  

During the registration procedure, the original foreign birth certificate must be presented, a copy is not acceptable. At the end of the procedure, the original document will be returned together with the newly issued Hungarian birth certificate.

A translation is not required for the foreign birth certificate in the following cases:

  • If the  birth certificate is issued in English, German or French (except for handwritten and/or annotated extracts).

If the birth certificate has been issued in different languages a legalised translation should be presented. The translation can be prepared by the Hungarian Gazette Publishing Legal Translation Centre Ltd. (MKIFK) (previously known as Hungarian Office for Translation and Attestation Ltd (OFFI)) –www.offi.hu, which does not need to be further legalised OR the translation should be legalised by the responsible Hungarian Consulate.

2. Parents’ marriage certificate (photocopy) OR voluntary acknowledgement of paternity

  a.) Hungarian marriage certificate

In case the parents got married in Hungary or their marriage has been registered in Hungary. 

  b.) Voluntary acknowledgement of paternity

If the parents are not married or only got married after the birth of the child, a declaration of paternity in full force is required before the birth is registered. (For more details please see information on voluntary acknowledgement of paternity). An exception to this is the case when the child was born in the United Kingdom, and it is clear from the birth certificate issued  by UK authorities that the parents filed a joint and unanimous declaration before the registry office, ie. both parents (“Father”, “Mother”) are listed In the "Informant" column,, and otherwise all legal conditions for making a paternity declaration are met.

In case a a declaration of paternity is necessary , we can only accept the application for registration of birth if the declaration of paternity has already been made and the record is available, or if the declaration of paternity is made at the same time as the registration of birth.

  c.) 

If the parents’ marriage has not yet been registered in Hungary, it has to be undertaken together with the registration of the child’s birth. (See  information on Registration of marriage concluded abroad). However, the latter is only possible if the appointment is booked accordingly in the online appointment booking system (that is, the registration of the marriage is also added to the consular matters to be dealt with.  If your booked appointment is only for registration of birth and it turns out that the parent’s marriage was not yet registered in Hungary, we will only be able to arrange the registration of the marriage, and a new date will have to be booked for the registration of birth. It is therefore recommended to pay particular attention to making appointments for the appropriate consular cases, leaving enough time to deal with all the cases at the same time, in order to avoid multiple personal appearances. 

3. Application form - Completed and signed by both parents 

Please fully complete the application form in Hungarian with blue ink and block capital letters and according to the conventions of the Hungarian language (name: surname followed by given name; date: year.month.day., etc.). Please bring the completed form with you but do not sign it. 

4. Proof of parents’ nationality 

ID Card or Passport. The parents should present valid, original docuents. Copies are not accepted!

Please note that non-EEA or Swiss nationals should present a valid passport.

Proof of citizenship of Hungarian citizen parent(s).

Please note that we can only register the birth of a child over the age of 6 at the consular office if the Hungarian citizen parent had a valid Hungarian passport or identity card at the time of the child's birth, and can also present a valid Hungarian passport or identity card when submitting the application for the registry (that is, they can prove their Hungarian citizenship both at the time of the child's birth and when the application was submitted). If both parents are Hungarian citizens, at least one of them must have a valid Hungarian passport or identity card that was valid at the time of the child's birth. If none of them has a Hungarian passport or identity card that meets the above requirements, it may be necessary to verify the child's citizenship before registering the birth. In this case, please inquire about the type of application to be submitted by e-mail at anyakonyv.lon@mfa.gov.hu ​​before booking the appointment (!). To avoid potential delays of up to six months caused by the verification of eligibility for citizenship, we recommend submitting your application for registration immediately following your child's birth, or at the latest, before they reach six years of age.

Proof of other citizenship:

In case one of the parents is foreign national proof of citizenship is also required (e.g. with a valid foreign passport) in addition to proof of identity. 

5. Request for registration in the Hungarian Registry of Personal Data and Residential Address

  a.) Registration of a child as a Hungarian citizen living abroad 

If the Hungarian parent has already officially informed the Hungarian authorities that he/she lives abroad or the Hungarian parent never lived in Hungary the child should be registered as a Hungarian citizen living abroad.  In this case you should fill in the form “Kérelem külföldön élő magyar állampolgárként történő nyilvántartásba vételhez”. The form can be downloaded from the bottom of this page – “Form for registration as a Hungarian citizen living abroad”. 
For the application the copy of the Hungarian address card which includes „Külföldi cím” should be presented as well. 
If one of the child's parents is a foreign citizen, they can also register the child at their non-Hungarian address.

  b.) Registration of a child as a Hungarian citizen living in Hungary

If the parents (or one of them) are listed as Hungarian citizens living in Hungary in the Hungarian Personal Data and Residential Address register (they have not declared their permanent settlement abroad), it is possible to request the registration of the child as a Hungarian citizen living in Hungary (If both parents are listed as Hungarian citizens living in Hungary in the Hungarian Personal Data and Residential Address Register, only this option can be selected!). you should fill inthe form "Kérelem külföldön élő magyar állampolgárként történő nyilvántartásba vételhez"  which can be downloaded from the bottom of the page.  A copy of the Hungarian residential address card of at least one of the parents should be enclosed  Instead of the address card, you can attach a copy of the Hungarian property document or lease agreement that proves the residence of the Hungarian parent. 

Attention! 

  • the form should be filled in with the child's data and signed by both parents;
  • the child's place of residence in Hungary cannot be different from that of the parents;
  • if both parents have a residential address in Hungarythey can choose one of the addresses   for the child 
  • in point II, the details of the accommodation provider (name, quality, address and signature) must be filled in;
  • in point II, the host (“szállásadó”) is the parent who provided the details of their address in Hungary for registration.

The instructions for filling in the form are at the bottom of this page ("Kitöltési útmutató a Magyarországon élő magyar állampolgárként történő nyilvántartásba vételhez”). If the property in Hungary where the child is requested to be registered is not owned by the parent (but owned, for example, by the grandparent), it is also necessary to attach the accommodation provider's consent statement (grandparent, if applicable). The accommodation provider's declaration is part of the registration form (“szállásadói nyilatkozat”) that can be downloaded from the bottom of this page. If the accommodation provider does not appear in person with the parents during the consular administration, at least a copy of their valid identification document must be attached to the statement. 

6. Original residential address card of a parent with Hungarian citizenship

When submitting the application, the parent with Hungarian citizenship must present the original address card.

7. Consular fee

The registration of birth is free of charge. Passport application procedures are subject to administrative service fees and consular fees. The delivery of the residential address card to a postal address in Hungary is also subject to a fee.  The fees to be paid for the above procedures can be found here:  Consular fees.

8. Applying for a passport for a newborn

Hungarian parents can apply for a passport for their child under the age of 6 at the same time as the birth is registered, no separate citizenship verification is required. When booking an appointment it is necessary to book for the relevant consular cases combined with the passport. To apply for a passport for a child under the age of 6, the declarations at the bottom of this page shouldalso be filled in in advance (“NYILATKOZAT 6 éven aluli (magyar hatóság által még nem anyakönyvezett) gyermek útlevélkérelméhez”). The declarations must be signed by the Hungarian citizen parent(s) only.

9. Application for Maternity Support/ Youth Start-up Support

If you wish to apply for Maternity Support/Youth Start-of-Life Support ("baby bond"), you can submit your request together  with the application for the birth registration. Pleasae find the relevant form at the bottom of this page.

V., Another solution to the procedure for the registration of birth or marriage

Submission of an application in Hungary, through an authorized representative

The registration application can also be submitted by an authorized person in Hungary. This condition is valid only when registration is needed for either the child's birth (due to an existing Hungarian marriage certificate) or for both the child's birth and the parents' marriage Please contact the registrar in Hungary for further information.
